افاد تقرير لبلدية ديترويت إن فواتير المياه غير المسددة من قبل أهالي المدينة وصلت حوالي 47 مليون دولار حتى آذار (مارس) الماضي، وأكد التقرير بأن هذه الديون من شأنها رفع أسعار المياه على جميع السكان، ومع إستئناف قطع المياه عن غير المسددين إعتبارا من هذا الأسبوع إضافة الى 18 ألف منزل مقطوعة عنها المياه، فإن هذا يعني بأن هؤلاء متخلفون عن الدفع لشهرين متتاليين بقيمة تفوق 150 دولار لكل منهم.
والسؤال المطروح: كيف للبلدية معرفة من هو غير قادر ومن هو متخلف عن الدفع، أضف الى ذلك أن نظام الدفع الألكتروني لا يعمل أحيانا وفـي أحيان أخرى يصدر فاتورة تخالف قيمتها0 كما حدث مع عضوة المجلس البلدي جانا أيرز ومع مدير العمليات فـي البلدية غاري براون، وقد تحدث كلاهما عن تجربته فـي اجتماع لجنة بالمجلس بداية الشهر الحالي وطالبا بوضع برنامج لدفعات معقولة، وقد شكلت لجنة لمتابعة هذا الموضوع.
فـي كليفلاند بولاية أوهايو هناك برنامج من هذا النوع يتيح خفض فواتير المياه للفقراء وهناك سعر موحد 17 دولاراً شهريا وهذا من شأنه تمكين ذوي الدخل المحدود من دفع الفواتير وعدم قطع المياه عنهم، إلا أن المحامين فـي بلدية ديترويت يشككون بنجاح تطبيق البرنامج فـي المدينة كون هناك قوانين فـي الولاية تحظر توصيل الخدمات بأقل من التكلفة، لكن عضو المجلس البلدي سكوت بنسون وهو الذي طرح البرنامج، طالب البلدية بالسعي لجلب دعم خارجي لتمويل هذا البرنامج.
