وجد الكونغرس نفسه مع مطلع العام الجاري مضطرا إلى التضييق على الـ «سي آي إي» بعد شهر تقريبا من إماطة اللثام عن أكثر التقارير الأميركية إثارة للجدل والمتعلق بأساليب استجواب للمعتقلين، عبر حزمة من القوانين تحد من عمل محققيها وإلى التقليل من حجم الانتقادات التي طالت الولايات المتحدة جراء انتهاكها لحقوق الإنسان.
وكشفت العضو الديمقراطي فـي مجلس الشيوخ الأميركي، دايان فاينستاين، الثلاثاء الماضي، عن عزمها تقديم مقترح قانون يمنع وكالة الاستخبارات المركزية «سي آي إي» نهائيا من اللجوء إلى التعذيب واحتجاز معتقلين، حسب وكالة الصحافة الفرنسية.
ويشكل إعلان فاينستاين التي ترأس لجنة الاستخبارات فـي الكونغرس ترجمة ملموسة لخلاصات تقرير نشر فـي التاسع من الشهر الماضي، أثار جدلا واسعا داخل الولايات المتحدة وخارجها، حيث ندد بوحشية وعدم فاعلية تقنيات الاستجواب التي اعتمدتها الـ «سي آي إي» مع معتقلين مرتبطين بتنظيم القاعدة إبان رئاسة جورج بوش الابن للولايات المتحدة.
ويجبر مشروع القانون الذي من المتوقع أن يعرض على الكونغرس خلال الأسابيع القادمة، وكالة الاستخبارات المركزية على حظر كل أساليب التعذيب وتقنيات الاستجواب المبالغ فـيها للمعتقلين، فضلا عن إلزامها بإدراج تلك التقنيات المسموح بها فـي دليل القوات البرية الذي يضع إطارا محددا للتقنيات التي تمكن العسكريين الأميركيين من استخدامها وفقا للقانون.
كما يلزم مشروع القانون الوكالة بإبلاغ الصليب الأحمر بأي عمليات اعتقال أو احتجاز لأفراد يشتبه فـي صلتهم بالإرهاب مع إجبارها على السماح بمقابلة المعتقلين وألا يتم احتجازهم لفترة تتجاوز مدة انتقالية أو قصيرة المدى.
