واشنطن – نشرت صحيفة «واشنطن بوست» تقريراً غاية في السرية عن «الميزانية السوداء» لأجهزة الإستخبارات الأميركية التي حصلت عليها من المحلل السابق في الـ«سي آي أي»، إدوارد سنودن، الذي نال مؤخرا حق اللجوء السياسي المؤقت في روسيا بعد تسريبه وثائق هامة تخص وكالة الأمن القومي الأميركية.
ومن المعلوم أن الميزانية البالغة 52,6 مليار دولار عن العام المالي 2013، لم تكن متوفرة من قبل ولم تخضع للرقابة، وذلك على الرغم من إعلان الحكومة حجم الإنفاق السنوي على الإستخبارات منذ عام 2007. لكن في المقابل فإن الحكومة الأميركية لم توضح كيفية توظيف تلك الميزانية، أو الأهداف المرصودة ومدى تحقيقها سواءً من الرئيس الأميركي نفسه أو حتى الكونغرس. ونوهت «واشنطن بوست» إلى ان ملخص الميزانية الذي يقع في 178 صفحة يسرد تفاصيل النجاحات والإخفاقات، فضلا عن الأهداف لـ ١٦ وكالة تجسس تكون جهاز الإستخبارات الأميركي الذي يوظف أكثر من 107 آلاف شخص في مكاتبه. ولحساسية العديد من المعلومات والمخاطر التي يمكن ان يتعرض لها جهاز الإستخبارات حجبت الصحيفة نشرها، وذلك بعد أن تشاورت مع مسؤولين أميركيين.
يذكر ان وكالة الإستخبارات المركزية (سي آي أي) طلبت تمويلها بـ 14,7 مليار دولار عام 2013، أي ما يعادل 28 بالمئة من اجمالي الميزانية، والذي يعد الأعلى من تمويل أى وكالة تجسس أخرى، كما أنه أعلى بحوالي 4,2 مليار دولار من التمويل المتوقع لوكالة الأمن القومي. واستهدفت وكالات التجسس الأميركية انفاق 4,9 مليار دولار عام 2013 على ما يسمى «عمليات طوارىء خارجية»، والتي استحوذ «سي آي أي» على نصفها.
