واشنطن - أقرّ مجلس الشيوخ الأميركي، يوم الثلاثاء الماضي، مشروع قانون يسمح للناجين من هجمات 11 أيلول (سبتمبر) وذوي الضحايا بإقامة دعاوى قضائية ضد الحكومة السعودية للمطالبة بتعويضات، لدورها المحتمل في هذه الاعتداءات، وهو قرار قد يثير أزمة ديبلوماسية بين البلدين ويأتي بعد يوم واحد عن كشف حجم سندات الدين الأميركية التي تستحوذ عليها السعودية، ١١٦.٨ مليار دولار.
ووافق أعضاء مجلس الشيوخ بالإجماع، على مشروع القانون الذي سيُحال على مجلس النواب حيث الأكثرية جمهورية أيضاً، إذ قد يقر بأغلبية مريحة أيضاً إلا أن الرئيس باراك أوباما يهدد باستخدام الفيتو ضد مشروع القانون بحال إقراره من قبل مجلسي الكونغرس.
وقال المتحدث باسم البيت الأبيض جوش إرنست تعليقاً على القرار، إنّ «هذا المشروع سيغيّر القانون الدّولي التقليدي إزاء حصانة الدّول. ولا يزال رئيس الولايات المتحدة يَخشى من أن يجعل هذا القانون الولايات المتحدة ضعيفة في مواجهة أنظمة قضائية أخرى في كل أنحاء العالم».
وأوضح المتحدث، أنّ للولايات المتحدة إلتزامات في الخارج، «أكثر من أي دولة أخرى في العالم»، خصوصاً عبر عمليات حفظ سلام أو عمليات إنسانية، تعتبر أن إعادة النّظر في مبدأ الحصانة يمكن أن يتسبب بمخاطر للعديد من الأميركيين ولدول حليفة.
وأعلن البيت الأبيض مراراً، أنّ الرئيس باراك أوباما يُعارض هذا القانون لتجنب تسجيل سابقة تتيح ملاحقة الدول. وقال «في ضوء المخاوف التي عبرنا عنها، فمن الصعب تصور أن يوقع الرئيس على هذا التشريع».
وكان أوباما، زار الرياض في نيسان (أبريل) الماضي وسط أجواء من التوتر بين البلدين.
ويتيح مشروع القانون، في حال إقراره لعائلات ضحايا الاعتداءات ملاحقة الحكومة السعودية قضائياً ومطالبتها بتعويضات في حال ثبتت مسؤوليتها عن هذه الاعتداءات.
ولم يتم التثبت من أي تورط للحكومة السعودية في هذه الاعتداءات، إلاّ أنّ 15 من قراصنة الجو الـ19، هم من السعوديين.
وكان زكريا الموسوي، الفرنسي المُدان لعلاقته بإعتداءات الحادي عشر من أيلول، والذي يُعرف باسم «قرصان الجو الـ20»، أكّد لمحامين أميركيين في شباط (فبراير) الماضي، أنّ أفراداً من العائلة المالكة السعودية دفعوا ملايين الدولارات لـ«القاعدة» في التسعينات. إلا أّنّ السفارة السعودية نفت على الفور صحة هذه المعلومات.
ونقلت صحيفة «نيويورك تايمز»، أنّ وزير الخارجية السعودية عادل الجبير حذّر مشرعين في واشنطن في آذار (مارس) الماضي، من أنّ السعودية قد تردّ على مشروع القانون في حال إقراره ببيع سندات خزينة أميركية وأصول أخرى بقيمة 750 مليار دولار.
وكان المرشحان الديمقراطيان للانتخابات الرئاسية الأميركية هيلاري كلينتون وبيرني ساندرز أعلنا دعمهما لمشروع القانون الذي قدمه السناتور الديمقراطي شاك شومر ونظيره الجمهوري جون كورنين.
