عقد اجتماع في بلدية ديربورن الأسبوع الماضي لمناقشة الميزانية، ضم رئيس البلدية جاك أورايلي والمدير المالي فيها جيم كونور وأعضاء من المجلس البلدي، تطرق النقاش في الاجتماع إلى مسالة نظام مواقف السيارات ذي الرسوم التابعة للبلدية. وتحدث في الموضوع عضو المجلس دوغ توماس الذي أعرب عن قلقه تجاه النظام المعمول به حالياً والمستخدم منذ العام ٢٠٠٥، والذي كان يعتمد اسلوبين من الدفع واحد عبر الأكشاك والثاني بواسطة نظام دفع آلي على الشارع، ما لبث أن أضيف أسلوب ثالث دفع آلي في مواقف السيارات. وقال توماس إن النظام يكلف البلدية آلاف الدولارات على شكل عوائد مهدورة، وأن الأرقام تؤيد ما يقوله. مضيفاً أن مواقف السيارات ينتظر أن تدر ٩٠٥ ألف دولار في السنة المالية القادمة، لكن هذا الرقم سيشهد انخفاضاً بمقدار ٨٥ ألفاً نتيجة تكاليف تشغيلية منتظرة.
من ناحيته اعتبر كونور أن هذه الأرقام قد تقود الى نتائج خاطئة، وقال ”إن النظام لم يحقق نتائج جيدة بسبب عدم استكمال عمليات التطوير في مواقف إحدى الفنادق ومساكن للطلبة”، وأضاف إنه ”لو لم يكن الاقتصاد يمر بأزمة كساد ولو أجريت التحسينات، لما اشتكى هذا النظام من أي مصاعب مالية”.
وكانت بلدية ديربورن أقامت مواقف السيارات هذه لاجتذاب المستثمرين وحث السياح على زيارة ديربورن.
وقال كونور ”المشكلة اليوم تكمن في خدمة الدين على سندات تم صرفها لإقامة المواقف وعلينا أن ندفعها”، مؤكداً أن هذه المواقف يجب أن تدر نصف مليون دولار إضافي سنوياً لنتمكن من سداد التزاماتنا، والواقع أن هذا النظام يعتمد حالياً على الاحتياطي لسد التكاليف. ونوه كونور الى أن نظام مواقف السيارات في المدينة يجب أن تدر ٢,٣ مليون دولار سنوياً، لتغطي تكاليف التشغيل البالغة ١,٢ مليوناً إضافة إلى ١,١ مليوناً خدمة الدين.
