رأى الرئيس الأميركي الأسبق جيمي كارتر أن خير بديل لمستقبل العلاقات بين الفلسطينيين والإسرائيليين يكمن في اتفاقية سلام يتم التفاوض عليها ويسود على إثرها التعاون المشترك بينهم كشعبين يحظى كل منهما بسيادة كاملة. وجاء ذلك في مقال له نشرته صحيفة “واشنطن بوست” تحت عنوان “نظرة الكبار للشرق الأوسط” يقول فيه إنه زار الشرق الأوسط أربع مرات خلال الـ16 شهرا الماضية والتقى خلالها قادة إسرائيل ومصر ولبنان والسعودية والأردن وسوريا والضفة الغربية وغزة. ووجد أن التجميد الكامل للاستيطان هو مفتاح أساسي لأي اتفاقية سلام أو لأي رد إيجابي من قبل الدول العربية نحو إسرائيل. وذكر كارتر أنه توجه الشهر الفائت إلى المنطقة برفقة مجموعة من “الكبار” بمن فيهم الأسقف ديمسوند توتو، ورؤساء سابقين مثل فرناندو هنيريك كاردوسو البرازيلي وماري روبنسون الأيرلندية ورؤساء حكومات سابقين أيضا. وتحدث عن الوضع المأساوي غزة التي زارها ثلاثة من مجموعته. وأشار كارتر إلى أن مجموعته لمست نموا في مشاعر القلق واليأس لدى كل من يرى أن التوسع الاستيطاني يسير بخطى متسارعة ويبتلع القرى والتلال والمزارع الفلسطينية وبساتين الزيتون، مذكرا بأن ثمة أكثر من مائتي مستوطنة منتشرة في الضفة الغربية. ومما وصفه بالأمر الأكثر إزعاجا هو تفشي التوسع الاستيطاني في القدس الشرقية، مسلطا الضوء على عائلة حنون التي اضطرت إلى هدم منزلها بيدها في الأونة الأخيرة بعد صدور الأوامر الإسرائيلية بذلك، وتشريدهم في الشارع بعد أن سكنوا منزلهم الصغير أكثر من ستين عاما. وينقل الرئيس الأميركي السابق صورة من جنوب القدس يبدو فيها مواطنون فلسطينيون من وادي فوقين يعملون جنبا إلى جنب مع إسرائيليين من تسور هداسا لحماية الوادي المشترك بينهم من الانزلاقات الصخرية والمياه العادمة التي تأتي من مستوطنة كبيرة من فوقهم. واتخذ كارتر من هذه الصورة خلاصة لرأيه في هذه القضية، وهي أن أفضل خيار للمستقبل في المنطقة يتمثل في إبرام اتفاقية سلام يعيش الفلسطينيون والإسرائيليون من خلالها على طرفي حدود سلمية كشعبين سيدين.
